Some may not realize this, but the Army does not send their soldiers out willy-nilly with Humvees. It seems like this should be possible as they are just cars, but it is not the case. When driving a HMMWV, one must learn how to control it in all sorts of terrain, rough, solid, dry wet, and how to interact with the vehicle in rough conditions.
In the case of this vehicle it shows a humvee training course where the soldiers are learning how to traverse difficult terrain at high speeds.
It also shows what NOT to do. It's important to learn how to operate the vehicle safely, which means you do NOT launch your Humvee into the air. In this case it resulted in letters of reprimand, and $10,000 in damage for which the NCOs(non commissioned officers) were liable to pay back.
